Since 1981, East Bay Center, Inc. has
provided quality mental health and substance abuse programs in the East Bay region of Rhode Island (East Providence, Barrington, Bristol, and Warren). We offer a full continuum of community-based
outpatient behavioral health treatment and prevention services to adults, children, and families. LICENSING The Center is licensed by the Rhode Island Department of Mental Health, Retardation, and Hospitals (MHRH) to provide outpatient
mental health and substance abuse services, as well as residential mental health rehabilitation programs. The Center is certified by the Department of Children, Youth and Families (DCYF) to provide
Children Intensive Services (CIS).
ACCREDITATION
The Center has been nationally accredited by the Joint Commission on the Accreditation of Healthcare Organizations (JCAHO) since 1996.
FUNDING As a private, non-profit corporation, East Bay Center is financially supported in several ways:
- Contracts with the Rhode Island Department of Mental Health, Retardation, and Hospitals (MHRH)
- Matching-grant funds from MHRH
- Contracts with the Rhode Island Department for Children and Their Families (DCYF)
- Appropriations from East Providence, Barrington, Warren, and Bristol
- Grants and contracts for specific programs
- First- and third-party payments
- Annual major fund-raising event
- Donations
OUR TRACK RECORD
ORGANIZATIONAL SERVICE REPORT During Fiscal Year 2007, East Bay Center, Inc. staff provided professional treatment service to 2,593 individuals in its two service divisions and their
various programs. The majority of the 64,564 visits provided were individually oriented although group treatment and family therapy played an important
role in Center services. The majority of Center provided tobacco cessation care was delivery by group. Additionally, a total of 5,350 bed days were
provided at the Center's two residential rehabilitation facilities, the Center's most intensive level of care.
ADULT SERVICES DIVISION
Adults experiencing serious and persistent mental illness were provided care and treatment among the Center's various COMMUNITY SUPPORT programs
including residential rehabilitation, mobile treatment and community treatment team services. In either program, the 559 adults treated in community
support received psychiatrist and nursing services, mental health & substance abuse treatment, case management, vocational services and
financial services depending upon their individuals needs at a particular time.
Additionally, 1,363 adult clients were treated in the Center's Outpatient Care
program where they were provided psychotherapy and/or medication treatment post appropriate evaluative interventions. Vocational services were also provided as either an adjunct to treatment or as a stand alone
service to 282 individuals. Emergency services continued to be available 24/7 and supported Center providers as well as other community organizations and provided 1,052 hours of services to 524 individuals.
CHILDREN'S SERVICES DIVISION EBC continued to be the major provider of children's outpatient services in the Bay region serving 671 children and youth last year. Children's Intensive
Services (CIS), a 4 level program of decreasing intensity, is available for clinically eligible Medicaid and RItecare child subscribers. Major insurers also
purchased hybrid versions for their child and family subscribers. The majority of children, however, were provided acute care services by child
psychiatrists and/or child-competent psychotherapists specializing in mental health treatment. Children's emergency services were also available as was
consultation to the region's school departments. CASSP staff provided case management and wrap-around services to some 220 regional families, some of whom were also involved in Center treatment.
Center staff of all disciplines and various programs remain committed to the delivery of the highest quality client-focused treatment. Service integration
and continuity of care remain critical as we strive for the maximum positive outcomes for our clients and their families.
